I think the GTA4 port was more a shameless cash in for the PC market. I spend a s*itload of money on my computer and GTA4 still looks like a mosaic graphics - wise. Plus the car controls are awful, you control the car with wasd and the camera with the mouse so whenever you turn you have to manually turn the camera with it.
